of duty the Acting Captain Superintendent of Police has called upon these men under paragraph 3 of Mr. Antrobus' letter to Mr. May either to continue in the Water Police doing the same hours of duty as the other men or else to be transferred to the Land Police.

The former alternative has been accepted by them without prejudice to their claims pending a further reference to you. I have, therefore, to ask that you will cause their original Agreements and conditions of service to be examined and that you will inform me as to the precise terms upon which these men were enlisted.

If their contention is true it would seem that the Crown Agents were mistaken in using the 6 hours form of condition of service in substitution for the 8 hours form. I enclose one of the '8 hours' conditions of service, a supply of which, I understand, is in the hands of the Crown Agents for enlistment purposes.

In the event of their contention being substantiated Police Constables Cook and Wylie have expressed their wish to have their engagements cancelled and that they may be sent back to England, rather than accept service in the Land Police or do 8 hours in the 24 permanently in the Water Police. I have, therefore, to enquire whether such a course can be adopted if they prove to be in the right in their contentions.
